| The ghost hovercraft appears in Bayside, in the same way the ghost cars in Back'o'Beyond appears, as you can see in this video: |

When you're in Bayside, go to the boating school pier, then jump in the water and swim against the beach north of it. You will see a Vortex hovercraft coming sliding down across the beach, smashing into the cliff, then heading into the water. You might enter it, but there is nothing special about this vehicle, other than it doesn't spawn standing still. If you come in a boat or another hovercraft, and bump into it, it will turn off it's engine.
In the picture series below, CJ is approaching the beach in a vortex, and you can see the ghost vortex is sliding down the beach from the left and hit the water. What you see in the background on the beach, is an armor pick-up.

What happens, is that the vehicle spawns as you approach it, but because it spawns in a hillside it will roll when it spawns, or like with this one - flow down the hillside, which in this case is the beach. The vortex spawns in different colours, but does not spawn each time you approach.
